We are seeking a highly qualified Estimator to join our team and support a major infrastructure program in Midtown Manhattan.
The Estimator will be responsible for developing cost estimates and supporting change-order and value-engineering efforts throughout multiple phases of the project (preconstruction, design, and post-award).
The candidate will perform rough-order-of-magnitude (ROM) and detailed quantity take-offs, develop Independent Cost Estimates (ICEs) for contract changes, and support scoping, negotiations, and value-engineering evaluations.
The role requires strong proficiency with HCSS estimating software (our standard for the project), solid construction and infrastructure cost knowledge, and the ability to interface effectively with contractors, designers, and project management staff.
This is a full-time position.
Responsibilities:
•Provide Rough Order of Magnitude (ROM) estimates for potential Change Orders during pre-award and design phases.
•Support Merit Determinations for PINs - assess and document justification for costs.
•Perform all quantity take-offs (material, labor, equipment) from design drawings and specifications.
•Develop crewed-up, Independent Cost Estimates (ICEs) for Post-Award Contract Changes (PACCs).
•Participate in scoping meetings with contractors, define scopes of work, and clarify change-order items.
•Engage in negotiations of change-order costs on behalf of the Owner/Engineer team.
•Review and evaluate Value Engineering (VE) proposals from contractors/subcontractors for cost savings and scope modifications.
•Estimate potential cost savings from VE proposals, and support decision-making regarding VE acceptance.
•Support conceptual, preliminary, and final design estimates for later program phases
•Organize take-off quantities and cost data according to CSI format (or as required by project specifications).
•Maintain coherent documentation and audit trail for all estimates, change orders, and value-engineering proposals.
•Interface regularly with project management, design engineers, contractors, and the Chief Estimator to ensure alignment on scope, cost, and schedule.
Qualification & Skills:
•Minimum of 15 years of experience in cost estimating for heavy civil / infrastructure / major construction projects.
•Strong proficiency with HCSS estimating software
•Demonstrated experience performing quantity take-offs, preparing cost estimates (ROM, ICE), and managing change-orders/PACCs.
•Experience evaluating value-engineering proposals, preparing VE cost analyses, and quantifying savings.
•Ability to read and interpret complex design drawings, specifications, and contract documents.
•Solid understanding of construction methods, crew needs, labor productivity, material and equipment costs typical of large-scale infrastructure work.
•Strong communication and negotiation skills; ability to collaborate with contractors, project managers, design engineers, and stakeholders.
•Highly organized, detail-oriented, able to manage multiple estimate streams, meet deadlines, and maintain comprehensive documentation.
•Proficiency in MS Office (Excel, Word) and familiarity with construction cost databases, CSI coding, and cost-tracking methodology.
•Bachelor’s degree in Civil Engineering, Construction Management, or related field strongly preferred
•Previous experience on large urban infrastructure or transit projects in New York City strongly preferred
Expected salary range is $160,000 - $190,000 annually.
Actual compensation will be dependent on the individual’s qualifications, skills, experience, and physical work location.
